Thanks for the discussion on this. Looking at the specs as modules
makes them more palatable. As then trying to combine them in the ways
I was trying to before made less since.
This concept of a meta-tool, that combines all of the processors
with processing rules sounds very intriguing. Perhaps after the
core rules stabilize and become recommendations the W3C should
work on the standards to implement such a beast.
