Interesting perspective.
From where I was standing (on the sidelines) OSI didn't stall because of disagreements but because of over-engineering. The whole thing was simply too expensive. It lost out to something that was simpler and cheaper to implement. Not cheaper in the long term (how much is insecure email costing us?) but quick to get up and running.
