It's not as far along as I would have liked, but I don't want to delay
tagging this any longer. I've heard from a number of people that they
really want an HTML version to look at, and the cleanest way to do
that is to simply push a new Working Draft. So I've tagged WD02 and
uploaded the HTML version at the following URL:

I fully expect WD03 to follow before too long as we finish up some of
the outstanding issues.
