The viewpoint on the call was that you should not be able to provide a STATE in
a template - that operation should be not permitted. It is not listed in the
list of attributes permitted in a template in section 2.2.6 of the specification.
Should State be returned from the GET_ATTRIBUTES_LIST on a TEMPLATE if that
operation is indeed returning the ATTRIBUTES for the TEMPLATE rather than the
TEMPLATE value.
Once we are settled on how this should be handled I think it should be covered
by specifying additional use cases which make it clear what the behaviour should
be - as this is effectively filling in more details given that the specification
is somewhat silent on this level of detail.
