John – An issue came up this morning during the ECFTC
conference call that the Steering Committee needs to be aware of and may wish
to discuss.



 has released an
RFP for a contractor to assist it in implementing ECF 3.0 and MTG is submitting
a bid to provide those services.  Consequently,
there may be no need for us to spend Member Section funds to support .  The TC decided that the TA would be
provided to which ever contractor the County chooses and one purpose of
providing the TA would be to ensure feedback for the TC on the implementation
process.



MTG has agreed to disclose in its bid its status as the
OASIS TA provider but to make clear that no OASIS funds would be involved in
its provision of services if it were to be awarded the contract.  Several of us were concerned that our
choice of MTG as the OASIS TA provider might appear to other vendors or to the
community at large to give MTG an unfair competitive advantage in the
contracting arena; this agreement by MTG seemed to us to provide appropriate
protection for OASIS from such an appearance or claim.  



I suggest that Steering Committee members give some thought
to this issue before the call tomorrow. 
Given these developments, should we reconsider the TA contract and
expenditure?  I also think that, while
it might seem to entail a conflict of interest, we should ask  to participate actively in this
discussion, even though he probably should not vote on any proposal that may arise
from the discussion.
