results: election of TC chair

RELAX TC members:

I am happy to announce that the balloting was successful and Makoto 
Murata has been elected as the new TC chair.

Thanks to those who voted, and thanks to Makoto for being willing to 
take on this responsibility.

I have changed the TC roster to reflect this change.
