AW: [uddi-sc] Updated UDDI MS SC ROP v.11

Hi all,
here come my remarks. As far as possible I have edited the text. In some cases, I could only add a comment in a bracket for further discussion.
Soime more remarks
- I feel that we need to conform to OASIS policies and go away from organizational representatives in the SC (and therefore also dismiss the concept of alternates)
- I agree with the rules of "good standing"  from George, however, 100% of a meeting could be problematic. Being 5 minutes late in a phone conference should not be a big deal.
- I would like to give the whole document a better and more natural structure, e.g. section 5 before section 4. But I would work on that once we have the content approved.
